Project: Environmental Site Assessment and Audit, Pound Rd Cranbourne Project Owner/Client: Confidential Services Provided: Environmental Site Assessment (ESA) and Statutory Audit, Description: A 20 ha former market garden and grazing property was proposed for subdivision for residential housing. The project involved an integrated environmental site assessment and statutory audit in accordance with Part IXD of the Environment Protection Act 1970. The work involved a detailed Phase 1 ESA to ascertain the type and pattern of cropping and chemical use. A Phase 2 ESA was also undertaken using grid-based and targeted soil sampling and laboratory testing. A hydrogeological assessment was also undertaken to ascertain the protection status of groundwater at the site. An report was prepared combining the ESA and Audit and a Statement of Environmental Audit was issued. |

The work involved a detailed Phase 1 ESA to ascertain the type and pattern of contamination. A Phase 2 ESA was also undertaken using grid-based and targeted soil sampling, as well as validation of remediation works undertaken by the client, and laboratory testing. An report was prepared combining the ESA and Audit and a Certificate of Environmental Audit was issued. |

Project: Lyndhurst Turf Farm Project Owner/Client: Confidential Services Provided: Environmental Site Assessment Description: As more land is developed for residential housing, with an emphasis on access to the city, site contamination is commonly an issue. Even on a turf farm, such as this one, a range of potential sources for contamination must be identified and investigated. Twelve groundwater monitoring bores and 108 soil testing locations were used across the 54 ha site. The potential contaminant sources identified included the machinery workshop, above ground fuel storage, fertilizers and their storage, a dam taking reuse water from the nearby water treatment plant and old pumps. Contamination of the groundwater and soils are a major issue. Nitrates can readily migrate to the groundwater with the addition of fertilisers. Some naturally occurring elevated metal concentrations were also encountered. The investigation enabled both Council and EPA approval for the development which is now proceeding. |

Project: Apartment Development, Port Melbourne Project Owner/Client: Confidential Services Provided: Environmental Site Assessment & Geotechnical Investigation Description: Piper and Associates carried out an environmental assessment and geotechnical investigation for a multi-storey apartment development in Port Melbourne. This site required rezoning for residential use. The investigation involved soil and groundwater sampling and testing for both contamination and geotechnical properties. The investigation resulted in a Statement of Environmental Audit and construction is now underway. The Environmental Audit was achieved on time and within budget. One of the more interesting aspects of the design was the use of perimeter contiguous piles for the basement. |

Contamination Remediation Feasibility & Design
| Project: Groundwater Remediation Program, NSW Project owner/Client: Confidential Services Provided: Investigation, design and Implementation of groundwater remediation Description: Lane Consulting was engaged to provide an opinion about likely source of ammonia contaminant in surface waters body near a manufacturing plant in southern NSW. Groundwater was found to be contaminated with a breakdown of products from urea formaldehyde resin. A clean up strategy was developed, works designed to implemented and monitored over a number of years. A pump & treat system was implemented utilising a series of pumping bores and a large diameter well. The case ended in a prosecution and Anthony Lane provided expert evidence to the Land & Environment Court. |

The project involved a complex staged approach to assessment and management of fill and soil contaminated by generations of construction and demolition works at the site. An innovative approach to on-site management including a Site Management Plan rendered the site suitable for use. |

Project: Pentridge Village Certificate of Environmental Audit Project Owner/Client: Pentridge Village Pty Ltd Services Provided: Environmental Audit Description: The former Pentridge jail site (45 ha) located in Coburg is being developed as a mixed use commercial, residential (low and high density) and recreational precinct. The site contains many heritage listed old buildings that will be incorporated into the new development. During its use as a prison, a number of industrial operations took place and residual contamination must be managed within the context of the new development. Project: Wingfield Recycling Facility Audit, SA Project Owner/Client: EPA, SA Services Provided: Audit of landfill capping & Resource Recovery Operation Description: Lane Piper was engaged to undertake an audit of the compliance of an operating facility located on the closed landfill site at Wingfield, SA. The scope of the audit included compliance with the licence conditions for an upgraded capping in the facility footprint, as well as an audit of the effectiveness of the recycling process. Project: Hydrogeological Assessment, Proposed Landfill, Tuerong, Vic Project Owner/Client: Rockleigh Waste Services Provided: Hydrogeological Assessment and Concept Design for landfill layout. Description: Rockleigh operates a stone and clay quarry at Tuerong. The eastern half of the former quarry pit is occupied by the Devilbend Landfill operated by another company. Rockleigh propose to develop their portion of the quarry as a Sold Inert Landfill and a Resource Recovery Centre (for which a Planning Permit had been obtained). A hydrogeological assessment was undertaken by Lane Consulting to ascertain the impact from the existing landfill as well as define the baseline conditions at eh proposed landfill. Concept designs for the proposed landfill were prepared by Piper & Associates. |

Project Type: Landfill Tumut, Environmental Audit Program Project Owner/Client: Bellettes Waste Services Provided: Periodic environmental Audit of landfill NSW Description: The landfill located at Gilmore near Tumut in NSW receives an estimated 4,300 tonnes of non-putrescible solid waste annually. At this input rate the landfill does not require an EPA licence however its operation must comply with its council approved operating plan and with appropriate environmental legislation. Lane Consulting developed a landfill compliance and performance auditing program in response to the planning consent issued by Tumut Shire Council, implemented site audits at 6 months intervals and initiated a revised monitoring program to include surface water and groundwater. A revised waste segregation system was implemented as a result of the audits. In 2006 Lane Piper was engaged to manage the application process for obtaining an EPA licence for an expanded landfill. |

| Project Type: Landfill Gas Study, Walter Gait Reserve Project Owner/Client: Kingston City Council Services Provided: Landfill gas investigation and risk review, Cheltenham Description: Lane Consulting was engaged by Kingston City Council (KCC) following a landfill gas incident at the Walter Galt Reserve. Lane Consulting was requested to investigate the incident, to evaluate the risks and provide advice on the management of the issue. The incident involved the spontaneous and short-lived emission of a gaseous material from a small area. This report outlines the facts about the incident, and undertook independent investigations at the site. It evaluated the cause of the problem and analysed the potential public safety risks involved. Advice is provided on the options for management of the risks in the short and long term. |

Project: Audit of Acid Sulphate Soil, Seaford, Vic Project Owner/Client: Parks Victoria Services Provided: Auditing of acid sulphate and saline soil including verification sampling and testing of soil Description: Parks Victoria were responsible for the placement of a large volume of dredge spoil on a site owned and operated y the local council for community recreational clubs. The soil was thought to be acid sulphate soil and various assessments had been undertaken. Anthony Lane was engaged as an EPA-appointed Environmental Auditor for the purpose of ascertaining the level of risk posed by the site. The audit found that apart from a low risk acid sulphate soil condition, the site was principally affected by saline soils deriving from the estuarine nature of the dredge source. A site management plan was proposed for the site to allow the continuation of the current uses. |

Project: Fallon Street Albury, Due Dilligence Audit Project Owner/Client: Synnot and Wilkinson Services Provided: Review and Report on environmental risk aspects of the Fallon Street site at termination of the lease Description: Lane Consulting were commissioned by Addisons to provide an opinion on the contamination status of a site owned by Dairy Farmers. Dairy Farmers had occupied the site until 1992 with a cheese making operation at the site. More recently a foam making business had occupied the site. The study was commissioned to ascertain the responsibility for various contaminating or potentially contaminating articles on site. Lane Consulting inspected the site and provided an expert opinion on the implications of the contamination. The status of the site was documented by a report and photographs. |

Project: UST at South Australian Schools Project Owner/Client: Dept of Admin Services Services Provided: Audit of underground storage tanks in South Australian schools Description: The Department of Education in South Australia embarked on a project of removal of underground storage tanks (USTs) used for storage of heating oil. Lane Consulting was commissioned by the department to review the program to ensure it was meeting with best practice, complying to regulatory guidelines while being undertaken in the most cost effective manner. Lane Consulting reviewed a number of soil and groundwater assessments and tank pulls that had already been conducted. The program was reviewed and a strategic plan developed that systematically assessed the nature and extent of the leaking UST issues; developed an appropriate risk assessment framework for prioritisation of action plans and developed a program of UST management (investigation, source reduction/removal, remediation and/or on-going monitoring and management) with periodic review of performance. |

| Project: Advice regarding new legislation affecting the mining industry Project Owner/Client: Victorian Chamber of Mines Services Provided: Advice on the impact that the proposed SEPP prevention and Managing Contaminated Land may have on the mining industry Description: In 1998 EPA were developing a State Environment Protection Policy for the Prevention and Management of Contaminated Land. The mining industry were concerned about the effects this policy may have on their operations. As the industry representative, the Victorian Chamber of Mines commissioned Anthony Lane to review the draft SEPP from the perspective of the industry. The scope of the work included:-The current status of the regulations and guidelines for minerals enterprises and their environmental management, and in particular the rehabilitation obligations were reviewed. The review assessed the relevance of the issues of concern in the Draft SEPP to the life-cycle of a minerals project. Consultations were held with representatives of the mining industry selected by VCM, to ascertain their awareness and concerns. Consultations were held with representatives of both policy/management and operational arms of EPA and DNRE in relation to the possible ramifications of the SEPP for the mining industry. A policy impact assessment report was prepared for consideration by VCM. |

Project: Landfill Environmental Management Plans (EIP) Stevensons Road Landfill, Cranbourne & Clayton Rd, Clayton Sth Project Owner/Client: South Eastern Region Waste Management Services provided: Environmental Management Plans and Environmental Improvement Plans Description: Landfills receiving municipal solid waste (MSW) have numerous environmental and planning aspects that require careful management. To operate as a landfill, an EPA license is required, and a co ndition of this license is that the operator must have a Landfill Environmental Management Plan (LEMP) specifying operational and closure aspects of the landfill life cycle. Lane Consulting was engaged by SERWMG to assist them to develop and implement an appropriate LEMP. The LEMP addresses all significant aspects of environmental management necessary to satisfy the environmental management objectives including the regulatory compliance objectives. The LEMP therefore addresses:- Environmental pollution protection-Environmental planning and public health & safety -Acceptance of effluent to sewer. The LEMP also relates to the contracts established for operation of the landfill, and in particular a Quality Assured contract between the operator and the owner. The LEMP generally provides sufficient detail to provide guidance on the significance of issues; definition of the delegation of responsibility for managing issues and performing tasks; provisions of adequate technical guidance to achieve compliance; it also provides advice on sources of further guidance for managers interested in pursuing best practice in key aspects. The LEMP also specifies the closure, rehabilitation and re-use the land in a manner consistent with EPA policy and best practice, protecting environmental values and achieving realistic economic outcomes. |
